Capt. Henry Edgar Grace, R.N. For valuable service in command of H.M.S. "Vindictive" during operations in the Gulf of Finland.

 

Capt. Lawrence Leopold Dundas C.M.G., R.N. For valuable service in command of H.M.S. "Phaeton" during operations at Libau.

 

Capt. Colin Kenneth Maclean, C.B., D.S.O., R.N. For valuable services in command of the Second Destroyer Flotilla in the Gulf of Finland. The Rear-Admiral Commanding in the Baltic reports: "I find it hard to express the value of this officer's services and example."

 

Capt. Berwick Curtis, C.B., C.M.G., D.S.O., R.N. For valuable service in command of the Twentieth Destroyer Flotilla in the Baltic. The success of the operations connected with the relief of Riga was largely due to the perfect accord and co-operation which existed between the British Naval Forces under Captain Curtis and the French Naval Forces under Commodore Brisson.
