Introduction


The introduction to this investigation of the Admiralty in the World War 1-era, is found in what is now Part 2 - Development of Admiralty Organisation 1913-1920.


The hope was that the organisation - the chain of command - of the Admiralty would follow naturally, but this has proved to be far more difficult than originally envisaged. I have found that just appreciating the functions and establishments is hard enough.


This new Part 1 is  designed to help do this by presenting two sets of lists from the August 1914 of "The Navy List" and a chart from a 1914 edition of "The Naval Review". For permission to publish the latter, I am grateful to Roger Welby-Everard, Assistant Editor (Online)

The original list, where this has not already done, has been grouped by locations in the British Isles and also into naval activities, weapons etc. The list is assumed to cover all main home establishments. Although the information says little about the organisation of the Royal Navy, it is a helpful way to start to appreciate the scope of the Admiralty's functions and and their location in the UK (map following).

Following are a series of excellent Charts, copyright Stanford's Geographical Establishment, who no longer appear to be in existence.
It has not been possible to locate the present copyright holder.

3. CHART OF THE COMPONENTS OF THE BRITISH ADMIRALTY AND ROYAL NAVY IN 1914
(Source: "The Naval Review", Volume 4, 1914)


This chart is taken from a 1914 article, "The Science of Organisation", author not known. He uses one of the then latest theories of organisation, and identifies seven functions that are applicable to the individual man as well as the organisation:

Intellectual, the apprehension of truth; Moral - of justice; Aesthetic - of beauty; Emotional - of love; Vital - nutrition; Physical - safety of movement; Genetic - reproduction.

He applies these to such examples as an analysis of fire control, work of a torpedo lieutenant, engine room problems, as well as the structure of the Admiralty. I doubt this theory of organisation lasted very long as management science developed so quickly in succeeding years, but the resulting Admiralty chart is the most comprehensive I have discovered. It mainly lists functions and establishments rather than organisation and structure i.e. naval and civilian chain of command. Also the components sometimes fit uncomfortably within the theory's seven functions, but as a picture of the Admiralty and Royal Navy at the time, it is invaluable, and must have been a labour of love.

In the author's own words:

"Plate 3 (below - click to enlarge) is a chart of the Navy, showing an analysis of the present organisation, by the method of the science of organisation. The chart has been made as accurate as the data available would permit.

"Under intellectual is placed the Board of Admiralty and some of the departments; educational and instructional organisations, publishing departments, etc. Under moral is put Chaplain's Department, legal courts, prisons, etc. Under aesthetic comes musical organisation ; under emotional comes social and charitable institutions, prizes and testimonials, etc. Under vital is put all matters dealing with finance, constructive departments, supplies, medical department, hospitals, etc. Under physical we place political organisation, fleets and personnel. And finally under genetic is placed the recruiting organisation, and matters distinctively male, female and juvenile."

The ships in the above table are organised as follows :

HOME FLEET:

The battleships in full commission (at present 29 in number, to be raised later to 33) have been organised in four battle squadrons of the First Fleet, with a Fleet flagship.

Corresponding to these are the First Battle-Cruiser Squadron and the Second, Third and Fourth (Armoured) Cruiser Squadrons; the last, having only recently been constituted out of the Training Squadron, is for the time being manned on a Second Fleet basis.

In addition to the First Fleet, the Home Fleets comprise a Second Fleet, with a Fifth and Sixth Squadron, and a:

Third Fleet, with a Seventh and Eighth Battle Squadron and six more Cruiser Squadrons.

The Second Fleet is manned with active (full nucleus) crews, and the Third Fleet with Reserve (reduced nucleus) crews. For the present the Sixth Cruiser Squadron is manned on a Third Fleet basis.

To the First Fleet are attached four fully manned destroyer flotillas, and a fifth is to be formed.

Four other destroyer flotillas, manned with active crews, have been organised as a separate command and are known as "Patrol Flotillas.'' In the same organisation are comprised the bulk of submarine flotillas.

MEDITERRANEAN FLEET : Comprises a battle cruiser squadron (styled the Second) of four ships, and an armoured cruiser squadron (the First), also composed of four ships. In addition, four light cruisers, and the Fifth Destroyer Flotilla.

The EASTERN FLEET is made up of light cruisers, river gunboats, and destroyers, in squadrons and detached ships.

KELLY COLLEGE (Devon). Foundationers pay no boarding fee, and only half the Tuition fee, i.e., £9 per annum. Foundationer ships are open to the sons of deceased Naval Officers of Combatant rank.
CHRIST'S HOSPITAL (STOCK'S TRUST). Two boys - sons of commissioned Naval Officers, are admitted on foundation of Christ's Hospital under the above Trust. The Admiralty nominate three candidates for each vacancy, and the final selection is made by the Council of Almoners of Christ's Hospital.
LLOYD'S PATRIOTIC FUND. The Trustees of this fund have purchased 126 Presentations to various Naval and Military Schools and Orphanages. (IV.)
QUEEN VICTORIA SCHOOL. For the sons of Scottish soldiers and sailors.
ROYAL PATRIOTIC FUND CORPORATION administer and dispense four Funds for benefit of, widows' children and dependants of soldiers and sailors. Present capital value £1,029,572, of which £487,925 is for educational purposes. (IV.)
